Welcome to the Constable Patrol Program

Thank you for subscribing! The boundaries of the Association (and the Program) are I-10 to the South, I-45 to the East, Studewood to the West and Pecore/Main to the North, plus a 5-block stretch of Key between Michaux and Bruce. We now have two Constable shifts. Our first deputy works the day shift: 7:00 a.m. to 3:00 p.m., Monday through Friday. Our second deputy works an evening and weekends shift: 7:00 pm to 3:00 am Wednesday through Saturday and 4:00 pm to 12:00 am on Sunday. Please do not publicize these shift times so we can reduce the likelihood of criminals knowing when we don’t have an officer specifically patrolling our neighborhood.

Constable Access

The Precinct One dispatch number is 713-755-7628. Please add this number to your mobile phone now. We have 24-hour, 7-day a week access to Precinct One's dispatcher—an officer does not have to be on duty in our neighborhood for you to call. If you need law enforcement to your area for some reason, you can directly call the Precinct One dispatcher who can direct a Precinct One Constable to your area. Because Precinct One has multiple contracts in the larger Heights area, response times should be very good (and likely better than HPD's non-emergency responses).

Please use the Precinct One dispatch number to report anything suspicious. Unfamiliar cars or people in the area, for example, should be reported, so that the Constable patrol officer can check them out.

In the event of an emergency, please call 911. Harris County and HPD monitor each other's emergency calls, and this is still the appropriate route to take if such occasion arises. The nearest officer will be sent to your home, so if our deputies are patrolling, they will likely be first on the scene. After calling 911, you may also call Precinct One dispatch as well.

We urge you to report all property crimes using the HPD non-emergency number, 713-884-3131. Area law enforcement use crime statistics to allocate resources, and we may be able to secure extra assistance from HPD when we show a need for it. Posting crime information on Nextdoor is also helpful to alert neighbors, and helps the WHCA VP Security spot trends that can be passed on to our Constable officers.

Vacation & Security Checks

You may elect to have our Constable officers check your home while on vacation. Please fill out this vacation request form, and fax or mail the form as directed at the bottom of the form within 7 days of your vacation start. You may also email your vacation watch form to Precinct One, using the following email address: 7134374210@efax.hctx.net. The contract code you must include at the top of the vacation form is 1WH.

Please do not provide the form to others. No one at Precinct One (including dispatch) can tell who is a subscriber and who is not a subscriber. Therefore, they will respond to all requests regardless of status, although it is their intent to provide this service only to subscribers.

You may elect to have a security check on your home. Please call Precinct One dispatch to request that one of our deputies come to your home. The deputies will inspect for security weaknesses and alert you to them.

Burglar Alarm Contact

You may also give the Precinct One Dispatch number to your alarm company, either as a primary or secondary number. Precinct One Constable officers will respond whether or not your alarm is registered with the City of Houston.

Term of Membership

Your current subscription will run from April 1, 2016 through March 31, 2017. We will begin fundraising for next year's contracts in early 2017.
