Notice of Historical Commission Public Hearing

The City of Houston Archaeological and Historical Commission will conduct a public hearing on the proposed amendments to the Historic Preservation Ordinance (Chapter 33) on Thursday, August 19 at 6:30 p.m. 

General Assembly Hall B, 3rd Level

Speakers will be allowed one minute to make their comments at the public hearing.

8/17/2010 Update on Proposed Changes to Historic Preservation Ordinance

Houston’s Historic Preservation Ordinance (HPO) was enacted in 1995.  The HPO prescribes how historic districts are created and historic structures located in the districts are protected.  In June 2010, the Mayor appointed a task force to study the HPO.  Following the task force’s study, the City of Houston is proposing amendments to the HPO.  Key changes include:

·        Elimination of the 90-day waiver for historic properties when a Certificate of Appropriateness is denied by the Houston Archaeological and Historic Commission

·        A revised historic district designation process

·        The use of visually compatible new building materials

On August 3, the City conducted a meeting for property owners in the proposed Woodland Heights Historic District (see boundary map below).  Officials explained the proposed amendments, answered questions and received comments from district property owners.  For those who did not attend the meeting, a copy of the city’s presentation is posted on the City’s website along with questions asked and answered at the series of public meetings held for the city’s historic district property owners (see links below).

For samples of additions that are compatible to common historic architectural styles.  The Woodland Heights shares many of the same styles as found in the Houston Heights (bungalow, foursquare, Queen Anne).   It does not matter if a foursquare is located in Houston Heights or some other district, what is key is that the design is compatible with foursquare architecture.   In fact, one of the examples from this Heights design guide is a house on Bayland.  You can visit the City of Houston’s Historic Preservation office for more samples and ideas on how to create your own compatible plan.
